One of the biggest problems with Fallout 4, is just how disconnected the Settlement system feels from the rest of the game. Settlements lack that Bethesda game feel of exploration and progression, and so there's not much incentive to actually use the system. It also feels bizarre that you have to micromanage all these people, and personally plant seeds and decide where people sleep - you're their leader, not their mother! You're supplying these people with security and tons of resources, why can't they kick in and help out with building up the city?

This means that if a player sets up outposts with multiple faction packs, each can be attacked periodically. Previously, there was a single timer limiting frequency across all. So for example, if the player controlled 2 different faction empires, each could potentially be attacked in the same day.

Factions will no longer ever be used against themselves during assault /defensive raids.
Do squad commands have to be cleared?
Squad commands will now be cleared if the area they were given in unloads. This will prevent issues where NPCs added to a squad after a command was last given would run towards that command point even if it was far from where the player is currently.

You can play as two different Enclave Factions: The Enclave which are Conquerors and the Reborn Enclave which are Liberators and there are some subtle differences between the two, but overall they play mostly the same.

Can you install faction packs on a game?
You can install this mod on a game you are already playing, but I would suggest starting a new game because it lessens the chances of bugs. When you place the war planners desk in a settlement if my factions aren't appearing just wait a minute and I really mean a minute or so and then check back and my factions should appear, when you start a new game or start to play on a previous save with this mod (or any other faction pack mod) you need to give the game and sim settlements a bit of time to recognize the new factions.
What about other factions?
I've always wanted to have settlements not joined to the Minutemen, and instead tied to different factions that make sense, like the Brotherhood and Boston Airport, coming across these cities and towns naturally in the game and being able to ally with them and build on their spots or attack the settlements and kill everyone there. Will any of this be possible through Conqueror?
How do traditionally claimed settlements work with Conqueror?
If I claim a settlement without a faction quest/conquest assault (for example I clear Kingsport Lighthouse and activate the workbench) am I going to get a popup asking me what faction I want it assigned to, or is it going to be more complicated than that?
How will Preston react?
If I go the raider route before encountering Preston and his gang of misfits will he just be hostile on sight, closing the possibility of being a reformed raider General, or will killing them be a quest from a raider NPC which I can accept or reject?

No. Conqueror will provide the benefit for the highest level plot of that type to every soldier from that Outpost. So if you have a level 1 field hospital, and a level 3 field hospital, any soldiers who live in that settlement will gain the L3 30% chance to avoid death benefit.
Does conquering a settlement reset it?
If I build up a city plan with one faction and then conquer it with another, will bringing in a new mayor (presumably the old one was killed in the assault) cause the settlement to restart from scratch?
What does it mean when the settlement resource is at 999?
If a settlements resources are at 999, it means that the resources are being used into a deficit. The settlement system cannot handle negative numbers, so the resource count jumps to 999. This can be due to dynamic needs being on. With dynamic needs, some structures will require more power and water to run. The 4924 amount in the Pip-Boy is the same bug. If you see 4924 for any value, it means it is negative.
Does turning off dynamic needs affect your settlers?
The new plot types and building plans introduced in the “Industrial Revolution” expansion pack will be especially affected by turning off dynamic needs as there are a lot of benefits and new positive modifiers for your settlements built in that require dynamic needs to be ON (in order to be activated or for your settlers to take advantage of/benefit from).
