Can you build settlements in the middle of your opponent's roads?
You can build the settlement in the middle of an opponent's road (as long as your own road connects to it and there is at least one gap before any other existing settlements). Yes. It does affect the longest road: the road stops at the settlement for counting purposes, and starts again at the other side. Yes.
What are the causes of settlement in road construction?
Settlement in road construction is usually caused by the weight of fill material, not from traffic. Traffic loads are transient. Traffic loads can cause additional compaction, but that influence is usually only in the upper 12 to 18 inches. Traditional pavement design methods still apply; however,...
Does the third road into an intersection affect the settlement?
Yes. It does affect the longest road: the road stops at the settlement for counting purposes, and starts again at the other side. Yes. Both players who possess roads into an intersection have the option of building the third road out, regardless of whether a settlement is there or whose it is.
Do friendly settlements and cities block expansion?
Friendly settlements and cities never block expansion, while opposing settlements and cities do. (Most opposing pieces in general do, but some in scenarios do not, or have their status unclear. For example, opposing wagons do not block road placement.)
Does a settlement interrupt longest road?
You are correct. Your own cities do not affect your status towards the "Longest Road" You can view the official rules here, from pg. 9 (emphasis is mine). You can break an opponent's road by building a settlement on an open intersection along his road!

Can you build a road after someone's settlement?
A: Yes. You may build new roads or settlements anywhere that you have already built to. You do not need to be able to trace a route back to where you began the game. While a broken road makes your route shorter for purposes of the Longest Road card, you are not prohibited from building on either side of the break.
Can you place a settlement without a road?
New settlements may only be built if they are connected to an existing road.
Can longest road have settlements?
The settlement blocks your road if it appears at the end of your road, that is if one of your roads comes off it. If it is in the middle of your road, so that there are two of your roads coming off it, you can keep building at both ends, but the settlement splits the road in two when counting for longest road.

Can you build a settlement between two opponents roads?
Definite "yes." It is an inexpensive way to gain control of an intersection you and your opponent may be competing to build on if you have enough resources for roads but not enough for a settlement. In fact, you can even build a settlement on an opponent's road if one of your road segments intersects with it.
What causes settlement in road construction?

Traffic loads can cause additional compaction, but that influence is usually only in the upper 12 to 18 inches. Traditional pavement design methods still apply; however, I would suggest elastic layer analysis down to ...
Does sand compression occur quickly?
Sand compression (elastic) will occur quickly, as already mentioned. That said, whatever you would calculate using the "gravity turn on" approach, I'd consider an additional 20 percent of this value to occur after the initial compression. Duncan's settlement manual (Virginia Tech CGPR) gives parameters for long-term compression of granular soils.

Can settlements break up roads?
As others have stated, the first scenario is allowed, and in fact used as an example of how settlements can be used to break up roads in some editions of the manual. (This may be in the context of breaking the Longest Road, but possibly exactly in the scenario that you are asking about - building past opposing settlements.) Additionally, some editions of the C&K manual have a more detailed example about using a knight to block, and then having the knight displaced.
Can you expand past opposing settlements?
The second scenario is not allowed: you are not able to "expand past opposing settlements". Specifically, a road may only be placed next to an existing road if the intersection in between is either unoccupied, or occupied by a piece that is not able to block expansion. Friendly settlements and cities never block expansion, while opposing settlements and cities do. (Most opposing pieces in general do, but some in scenarios do not, or have their status unclear. For example, opposing wagons do not block road placement.)

There are many reasons for claims, for instance time extension, machinery change, material deviation, manpower, price escalation, accidents on site, changes in design, etc., which result into disputes.
