Once bought the player-owned buildings in town cannot be sold. Inside these buildings and on their roofs, you can build any interior type building and some labeled exterior. Having a building in town before building an outpost is great in the early-game because Town Guards will protect against Events.

In the base game, you can't. There was a mod that allowed you to buy bases in ruins, you can look for it in the workshop or see if you can mod it yourself in the FCS. And I should note, you can fix the buildings and build inside them with the mod, but not build outside in the town's range.May 11, 2018

Women and Scorchlanders tend to be treated rather condescendingly and have less persuasive power, but non-humans are in for a bad time. If a Paladin spots a non-human outside of your base, un-escorted by a Greenlander, they will be attacked on sight. If a Paladin spots non-humans in your outpost, they will request that you surrender these party members to the service of Okran. You may avoid this by giving your humans (particularly every Greenlander man) a copy of The Holy Flame. You may then assure the inquisitive Paladin that these non-human "beasts" are slaves to glorious Okran. They will then leave you alone. Skeletons will always be killed on sight, keep them out of the Holy Nation.

Do you need to wall up to go to the island?

Going to the island is a bit tricky (proximity of the Bonefields harboring spiders and Beak Things as well as The Southern Hives) but once there, you need to wall up and then you will have relative safety. There's plenty of copper and iron and good opportunities to grow things, but lower access to water is the main downside, so build some wells. Make sure to defend or wall off two of three entrances to the area so you don't get overwhelmed.
