Can you enslave Vassal Settlement?

Why are my claim flags bugging out?
The claim flags sometimes bug out even without mods though so it's not necessarily your settlement mods that are causing it - sometimes it's just the script not running properly so all you can do is revert to an earlier save and try again.
Can you fix broken mods?
There is no magical fix for broken mods. Uninstall your mods one by one until it's no longer broken, then reinstall them one by one.
Does USO touch raider flags?
USO specifically doesn't touch the raider claim flags because of this touchy mechanic (it creates cosmetic copies for decoration but leaves the normal ones exactly as is just in the Special menu). They are normally greyed out unless you are at the right stage of the claim quest - so it's likely that the quest progression has had an issue rather than there being a specific issue with the flag object.
