Not 100% sure. Found some random settlers getting attacked by raiders, only one of them survived. I sendt them to Sanctuary and whenever I got a quest from Preston he told me to talk to the dead people far away from Sanctuary, which meant I failed those repeatedly. Fixed the issue by getting more settlers. My point being, you may just end up having to talk to dead people... don't think most settlers are killable anyway :/
