How do you settle Havarl?
Simply talk to Director Addison using the Vidcon terminal on Havarl (a Navpoint will be set), and you'll be able to set up your pseudo-Havarl outpost by stationing researchers on the planet.

Take the heirloom to Taavos in the Roekaar camp. After he remembers some of his past, meet hit at the entrance to the final vault. You can find it at the other end of the giant chasm. Follow Taavos inside the monolith and allow him to open the next door.

Note: You must have 40 percent viability on the planet before taking on this quest, otherwise you'll be unable to continue. Once you have 40 percent viability (likely after you complete the mission "Restoring a World"), drive to the objective marker roughly center-west on the map.

Return to the Pelaav Research Station on Havarl and head up to the second floor (use the stairs to the north of the main floor entrance) and interact with a Holocommunicator to chat with everybody's favorite Initiative director - Addison.
How do you get to Voeld?
The vault on Voeld can be accessed by starting the Restoring a World mission. Once you have your Nomad on Voeld, start driving around the drop off and head for the monoliths at the center of the map. Once you reach the bridge, the mission will trigger. Head for the first monolith, the north-west one.
