Just kill the raiders and it'll go back to normal. However, there's no way to get back any settlements you made provide food. Completing "Open Season" automatically frees those settlements.

Yes you can, you must start a mission called "open season" by going to the market in Nuka Town and talk to a vendor (a woman) who asks you to eliminate the raider leaders. After you kill some of them, they'll turn hostile to you and you can take your settlements back by fighting.Jun 29, 2018

While you can absolutely set up a Raider Outpost in Sanctuary Hills, all important people must be moved first - no Presto n there, no other companions either. Boston Airport, Bunker Hill, and The Castle can never be made Vassals or Outposts regardless of conditions and for somewhat obvious reasons given their importance. Someone on reddit asked what happens if you set up an outpost really close to a settlement, so I thought I'd test making Red Rocket an outpost given its proximity to Sanctuary Hills, where all my good guys were stationed. Because the borders are far enough apart, nothing happened. I'm yet unsure how raiders respond to normal supply line caravans.

For the completionists out there who intend to reclaim the raider settlements, be careful as the retake can glitch. After killing all the raiders the game still thinks there are survivors and won't let u retake the settlement.

Terminator

I've been reading about this and the reclamation process is very broken so only attempt Nuka-World once you have the else you will have to start over .

arcana75

Another odd thing about reclaiming settlements, during the Shanks questline, u have to extort a settlement into providing food for raiders. To reclaim this extorted settlement back, there's no peaceful way, which was possible when converting settlements over to Raider by talking them out, which is ridiculous.
