From my understanding, you can’t take settlements for the raiders (either as outposts or vassals) unless you have no pending quests or essential NPCs at the location. If you haven’t visited it yet, Abernathy Farm has a quest for retrieving a locket stolen by raiders.

How many raiders can you get in a settlement?

The odds go up in your favor if you have Outposts nearby and Nuka World Radio Transmitters should still help with intimidation.

Why do you need to improve settlements?
