You have to raid, pillage and sack in order to get the gold to afford the armies to defend your settlements while you are going for the other settlements. You can occupy major faction capitals and build a fully fledged Norscan settlement on them.

When you defeat their leader in battle you will get the green option to confederate with them. Once you defeat a leader (dont have to kill him, just win a battle against him) you will have a 100% confederate chance (even though sometimes peace treaty will show as red, confederate will still be green).

I think you are doing well (they will confed left and right later and become huge even if they seem crap now if you dont deal with them) If you dont want to use special strategies to deal with the order tide early then you will need mods if you dont want to see the order tide.

Ok, I'll turn around and unseat Franz and leave Albion to the Britonnians. I have Surtha with two Chariots working on cleaning up the remaining Britonnia in Norsca. I'll use the sack value of Altdorf and Marienburg to fund building his army to clear the invading high elves. What I really want to do is focus on completing the Monster Hunts.

You have to be fast when playing Norsca. They've really fallen victim to power creep same as WE, Warriors and BM. Confederate with only one faction, I think its Sutha Eks. You get his war mammoth from there it should be easy to take out Bretonnia before turn 20. Then go to Mariegnburg and work your way towards aldorf.

Where are Marauder Outposts in Norscan?
Marauder Outposts can be constructed in coastal (ie: port) settlements outside of the Norscan peninsula. They have a limited range of buildings available.

They are not affected by the regional occupation system in Total War: Warhammer, and only minimally affected by climate in Total War: Warhammer II .
