Before a workSHOP or workBENCH is connected to the global stash, any local inventory is moved to global stash so it is not orphaned. The Global Stash inventory is only accessible by the player. Even with stash activation containers in a settlement, no settlers, companions or other actors can get at the contents.

Once you start getting settlers named "Settler", you can enter the workbench inventory, then go to them, and hit "Q". It will bring up a menu showing your other settlements.Nov 11, 2015
