Yes, settlements do break up other player's roads. If the blue player has a road that is six segments long, and the red player builds a settlement between two of the blue roads, than we say that the blue player's road is "broken". A broken road can not be counted for the Longest Road card.

Can you split someone's road with a settlement?

No. If you build a new road, it must always connect to one of your own roads, settlements, or cities.

Can you break up longest road with a settlement?

You are correct. You can break an opponent's road by building a settlement on an open intersection along his road! On page 8, in the example, Emily has the longest road card with 7 segments. She has two houses within those 7 segments. This was also answered directly in the online FAQ as pointed out by @shemmon.

Your longest road length will no be either section A or B, depending which is longer. There is nothing in the rules about removing roads from the map here either.
