Can a settlement break a longest road?
When someone builds a settlement in the middle of another player's road, the road is split in two. This can cause the Longest Road bonus card to shift to a different player, including the person who built the settlement. In other words... yes.
Can you break up a road with a settlement?
Yes, settlements do break up other player's roads. If the blue player has a road that is six segments long, and the red player builds a settlement between two of the blue roads, than we say that the blue player's road is "broken". A broken road can not be counted for the Longest Road card.
