The Workstation is located right next to the Power Armor Station on the outside. This Workshop is located right next to a ruined garage which also holds a Power Armor Station. This area holds a Workstation that can be changed into a settlement and a Weapons Workbench.

So, you must totally 'give up' Sanctuary Hills, if you plan to make it a Raider Outpost [also, there are Essentially-Marked NPCs there that must be moved for the game to allow it - if you try to take over a Settlement with Essential NPCs there it will 'not work' in the game]. Not certain what may be wrong about Tenpines Bluff: the two initial settlers could be the problem, as they are quest givers when you don’t meet Preston beforehand. You might have to kill them (you can identify them be seeing which settlers don’t give you the option to relocate them to another settlement). Also, check you don’t have a pending quest to help that settlement when trying to choose it as a target. The other option I can think of is that there is another essential NPC at the settlement, like the Mercer Safehouse caretaker if that settlement was chosen during the involved quest.
