I’ve had countless players ask me WHICH faction to choose, and the answer is simple: Choose Both. HOW does one choose both, exactly? Well, do the quest for both factions all the way up to the point where you have to choose either to go with the Raider’s or the Settlers. That’s literally it!

6. The only time it seems you can attack Settlers without them dying on you, is when you " Do A Raider Job" of forcing a Settlement to be a Vassal, to feed nearby Raider Outposts. You choose this Job specifically, and then you and your desired Raider Faction members waltz in and pull a Terminator 2 on them, taking out all the kneecaps in the Settlement, resulting in converting that Settlement to a Vassal (by force).

Is the Commonwealth compatible with the Dark Side of Raidershipnessing?

7. The Commonwealth and its' inhabitants (and Minuteman faction) is not compatible with the Dark Side of Raidershipnessing, to use the technical term. So, you must totally 'give up' Sanctuary Hills, if you plan to make it a Raider Outpost [also, there are Essentially-Marked NPCs there that must be moved for the game to allow it - if you try to take over a Settlement with Essential NPCs there it will 'not work' in the game]. There are more small details, but I have never made SH a Raider Outpost yet, so I cannot answer them all, sorry.
