When the city upgrades there's a chance the script load will cause some plots to not register the radial power nearby. What mods do I need to use city plans?

The Settlement Mods are absolutely required if you wish to use these plans in game. If you are missing a settlement mod, you will be unable to use city plans for that settlement. Designer's Choice Mods are additional Sim Settlements plots that are used in most City Plans. Many of these addons also include furniture that is used in designs.

What version of SIM settlements do I need for rise of Commonwealth?

This was done because the game does not have a means of running wires with code. So rather than leaving you to handle the complex wiring of the settlements , everything created by the city building system will be self-powered.

The new city upgrade system is about more than just happiness level (though it does play a part), the idea is “sustainability”. There are a variety of factors involved, for instance your city needs to be generating more caps than it's consuming, so that you are not in a deficit.

Why do companions stay in a settlement?

Once a companion is assigned at a given settlement’s city planner desk as that settlement locations “Leader”, they must stay in that settlement in order to allow that settlement to keep building and upgrading.

Will there be more city plans in the future?

Yes, there will be more city plans in the future. In addition addon pack authors will be creating more city plans as well. The soon-to-be released new version of the builders tool kit will let addon pack authors create their own city plans, as well as support whatever additional variations or styles they would like.

Why is HQ dirty still?

Fallout 4 Sim Settlements Complex City Plans

It is not clear why this is the case. It's a little bit annoying, but the workaround at present is to use the satellite settlements as feeders for Sanctuary Hills.

The Interior Municipal Power Plot is producing 26 power, but none of it is going to the power grid

I have tried refreshing the plot, scrapping and replacing the switch box, replacing the box with a pylon. This is all I get.

Scavvers Delight glitch

I completed the quest, but after I completed it Jake just stands by the box and doesn’t do anything. I did the side quest with the mutants and literally the entire Cabot story line (just to get chalk) and he is still standing there. I’m on Xbox if that helps
