One thing I learned from my research is that any food you have over the minimum you need for a particular settlement is shared with other settlements connected to it, so you might have a settlement with 10 people and no food, but if it is connected to a settlement with at least 10 extra food, then it uses that extra food and they won't starve.

Why is my settlement not getting enough food?

I have a few settlements with more people then the amount of food produced, and none of them have food marked as a problem. If the settlement which doesn't get food by any chance has TVs installed (if it's say Sancruary) then it's a bug. Try removing all of the TVs (including those installed not by you).
