Lightning strike doesn't stop garrisons bug. Layzan January 2018 edited January 2018 in General Discussion I assumed this was a new change, what I saw multiple times was when I attacked an army that was within the reinforcement zone of a settlement, the settlements garrison would be able to reinforce even if you used lightning strike.
