How long does it take to build a building in Kinggath?
Kinggath: "Occasionally the game will fail to start the timer correctly. Once the scaffolding appears, a building should take less than a minute to build (unless you have Realistic Build Times on). If a settlements resources are at 999, it means that the resources are being used into a deficit. The settlement system cannot handle negative numbers, so the resource count jumps to 999. This can be due to dynamic needs being on. With dynamic needs, some structures will require more power and water to run. The 4924 amount in the Pip-Boy is the same bug. If you see 4924 for any value, it means it is negative.

What mods will destroy your frame rate?
Mods like Scrap Everywhere and Spring Cleaning will inevitably destroy your frame rate (and possibly the navmesh). These types of mods function by disabling or destroying systems in the game designed to make your framerate smoother. If you're running into FPS issues, especially in your settlements, disabling mods like these will help quite a bit - though keep in mind that anything you scrapped while they were on will return. Best bet is to remove them on your next play-through.

What are the performance options in City Manager?
As of patch 1.1.9 a Performance Options section exists in the City Manager 2078 Holotape. These options allow you to disable certain object types from being spawned in most plots. At the time of this writing, their are eight types of objects you can disable via the Performance Options menu. The settings labeled (High Impact) will be the best place to start if you are having severe frame rate issues.
What to do if you crash while fast traveling?
If the crashes occur while fast-traveling, try fast traveling to a nearby point instead and then walking to the next destination. If your settlement, or the area you are traveling to, is especially dense, your system may not be able to handle rendering everything there at once.
How to control how many polygons you add to a settlement?
Limit your plot count to a smaller number to start and add more slowly. This will give you more control over how many new polygons are added to your settlement.

Alternate Start Infinite Answer
This mod messes with the Workshops array. Can cause problems with plot messages being wrong and various other workshop array problems. It will not only prevent Sim Settlements from working correctly in some settlements, but many other mods and features. This mod was discontinued and should no longer be used.
Conquest
Kinggath: "Conquest uses it's own workshop management scripts, so the plots won't work well (if at all) with it. Chesko, the mod author of Conquest, has moved on from modding Fallout 4 (when I asked, he said there were too many limitations and had to quit working on it) - so I doubt we'll ever have full compatibility between the two."
Cozy Beds
This mod may need to be close to the bottom of your load order to avoid conflicts with Sim Settlements (Unconfirmed).
Don't Call Me Settler
Can completely destroy your workshop system over time (doesn't happen to everyone, but I don't recommend risking it).
Enhanced Game Play (EGP)
Several users have reported that new settlers will come to their settlements and then stand near the edge or remain uncontrollable until they remove this mod.
Horizon
This mod moves stuff around in the Workshop menu. Use of Horizon could cause Sim Settlements Craftable items to no longer be in the Chemistry Station bench. As a workaround, the Sim Settlements Craftable items can still be crafted in the City Planner's bench (located in the Sim Settlements Workshop Menu, under Furniture).
Resurrection
This can cause the foundation plots to not sink into the ground correctly.
What does X mean in SS2?
The X is the number of settlers you want. "settlers" must always be plural, even if you only want 1. These will arrive ready to work in the current settlement and are auto-assignment ready, no extra moving them about required.
