Claim Two Regions
After establishing your capital, you need to conquer two more regions before you can upgrade your village into a town. The first will be essentially handed to you, the Outskirts region just North of your capital. Just follow the project notification to start taking it over.
Upgrade Your Village
One day after you've claimed the second region, a new notification will appear in your projects to upgrade your capital into a village. Select this project and, as long as your village has six or more buildings in it, you can expand your starter village into a full blown town.
