You can't send settlers to different settlements, it doesn't take long for The Castle to get settlers though, it will probably have more than Sanctuary anyway so once the settlers are there you can make it your main Whoever said the pen is mightier than the sword has obviously never encountered automatic weapons. Went to an settlement at the very start of the game. Can't remember the name of it or the group but it's a bit south west of shady sands. Went there to look for side quests to make a bit of cash hoping for something simple like killing a few radscorpions or something (no idea if there's any minor quests like that in the first one).
