Basically what poisonyanni said. Okay, here's how it works. In Workshop view, press R1 when looking at a settler to make a supply line (once you have the perk). Once this is done, they'll walk to the other settlement once a day, and when building you'll have access to all the junk in that settlement's workshop.

You can scrap junk by throwing it on the floor in your settlement und then scrap them in build-mode. I use this to transport raw-materials around. Supply lines work for all the junk in your workshop's inventory.Nov 30, 2015

How do I transfer junk from one settlement to another?

Get the Local Leader perk, I think you need 6 Charisma. Then find a settler in one of your settlements that has no job and press Q on him in build mode. Select your settlement of choice. Now those two settlements share materials.
