Is it possible to attack settlements?

The thread is 4 months old, so it's possible this has been tweaked in a patch since then. There are apparently some quests and triggers (I don't have a list of all these triggers) that can force an attack, which will ignore everything I'm about to tell you. A Settlement will only be attacked if it has at least one population.

There are little to no tutorials on settlement crafting. Players are essentially given the tools and told to build, without knowing much in the process. The camera angles are terrible. Settlers are stupid. The settlers that come to a player's establishments are, without a doubt, dumb as nails. Take the drive-in movie theater (I believe it is called Starlight Drive-In) for example. Furthermore, whenever you try to give settlers a job to do they just stare at you blankly and often refuse to tend to whatever crops or guard post you want them to attend.

It is just a quick pop up, same as the notice you got for failing. I've had a few times where I got the failure notice without ever seeing the initial warning, I think it may just happen sometimes that the warning fails to show. I'm pretty good at noticing that stuff though it is of course possible I just missed it.

I don't know if it's a bug or an intentional design, but you won't always be notified of an attack on one of your settlements. If you're not at one of your settlements while an attack is happening, sometimes you're just SOL.

Yes. When you fail to defend a settlement defense and resource objects can get damaged and require repairs. Also, settlers can temporarily disappear. I failed to defend Nordhagen beach once when it had 14 settlers. Until I went there it showed I only had 2 settlers and a third of my installed defenses and no crops/water. Settlers repopulated once I started repairing crops/equipment. So, there is a penalty but it is quickly fixed with a minor investment of resources for repair.

you miss out on pretty much an entire faction. The settlement building is the minutemen questline essentially.

Can you ignore Sanctuary?

You can ignore it almost entirely if you want. Although if you are worried about having to babysit them just make sure you have enough defense so if they get attacked then all the people dont die. It seems like a lot of people who aren't too into the settlements will just do the quests that teach you about building and resources in Sanctuary just for the exp, but you dont even have to do that.

Why is vault 88 an exception?

The reason Vault 88 is an exception is that they seem to work differently at that location. I didn't clearly understand how they work, so I decided not to touch it and screw something else up. That being said, something that was important to me was to touch as little as possible with this.
