Without spoiling anything, the castle settlement is uninhabited, and while you can fast travel to it, it is abandoned and does not function as the other settlements do. Each stage unlocks not only upgrades for the specific Settlement (like a game-corner for the kids) but also enables you to recruit NPCs to join your staff in the Base of Operations.
Donate Resources to Civilians
When you take over a Control Point in the area you can donate resources to the Civilians. With the new resources, they grow stronger and they put more patrols on the street. During the campaign, the freed Control Points will stay under your control and you don't have to donate more than the liberation project requires you to do.
