Settlement Administration refers to the building chain used to increase the size of your settlements in Total War: Three Kingdoms. Upgrading your Settlement offers you bonuses that include larger garrisons, more population capacity, more income, more reserve capacity, more building slots, better walls, prestige and faction-wide bonuses.
What is the administration of a commandery?
The administration of a commandery is directed from its capital. A city moulds the people that live within its walls as surely as they shape its development. Newly-commissioned buildings have swelled the city's perimeter in concert with its population, and the people have grown a little shrewder as the naiveté born of small villages is dwarfed by large stone walls and replaced by the opportunities of city life. After all, the city is the heart of the commandery, and its busy, beating rhythms set the pace of development in the surrounding districts.
What is the role of a village in a commandery?
No matter its size, a village remains the administrative centre of a commandery. Officials oversee the development of the commandery's village and its satellite resources here while acting as the local authority for the population. Some have lived here long enough to have lent their hands to the building of the village and may never venture beyond its borders, but the village itself can change: the mightiest oaks are born of acorns, and every village has the potential to grow to be a sprawling metropolis.
Tribal Village (level 1)
The tribe live together for protection and comfort. The backbone of this tiny settlement may just be a single extended family, or perhaps two families with close ties. Most likely, everyone here is related to everyone else, and their loyalty to their kin makes this a close-knit community.
Commune (level 2)
More than a cluster of huts now, the settlement takes shape. The simple bamboo or packed-earth huts which were once enough for the tribe are being replaced; solid wooden frames are spanned by smooth wattle-and-daub walls and roofed with thatch. A few largers buildings can now be seen here, as the community expands beyond her initial huddled hamlet.
Large Town (level 3)
The seeds of future growth are germinating, the settlement beginning to sprawl. No longer are most citizens equal in status; no longer is everyone's face and name known to everyone else. What were once foot-worn walkways between rows of buildings have become formal streets and alleys.
Small City (level 4)
When everything the citizen needs can be had within its bounds, the town has become a city. This place is developing an air of age and permanence, with stone or brick structures dotted amongst the more flimsy wood or bamboo homes and halls.
City (level 5)
The city belongs to the populace, and the populace belong to their city. People define themselves by where they come from, and although the Nanman have historically lived in small settlements nestled amongst the mountains, often in the deep river ravines, to be a citizen of such a bustling metropolis as this is a matter of pride.
Large City (level 6)
It is hard to believe that this impressive settlement has not been here forever. Gone are the packed mud floors and thatched roofs of the smaller, more basic Nanman settlements. In their place, stone or tile floors provide civilised comfort under elegantly peaked roofs of baked tile.
Small Regional City (level 7)
As the city grows, so does its influence. A city is more than its buildings and people, more even than its wealth and status: it is a focus for all the lands around it. Farmers travel for days to reach here in the hopes of selling their produce at a good price.
What is the branch at level 4?
Branch at level four allows a choice between higher population growth or the addition of a % gain on industry income. The higher growth option unlocks artisans, the industry income side unlocks industrialists but requires iron and salt resources.
What level do you focus on peasantry?
Focus on peasantry income. Branches at level three to either increase food production or sell food in return for high peasantry income. The food selling line branches again at level five with the higher income building requiring Livestock and Entrepreneurs resources.
What level does the alternative branch unlock the industrialists resource?
The alternative branch gives higher industry income and unlocks the industrialists resource at level four.
How many buildings are there in the Imperial City?
This building chain is effectively the city level of the commandery. The progression of 10 buildings takes the settlement from Small Town to Imperial City and increases prestige, population capacity, food consumption, income from peasantry, income from commerce, reserve capacity, building slots, battlemap defences and garrison.
What unlocks level one in Banditry?
Level one unlocks Bureau of Banditry reform which gives +2 public order. If you're struggling with public order you may need to build this level, learn the reform and then demolish the building!
Does chain increase income from peasantry?
Increased local taxation for peasantry income. Chain has progressively increased income from peasantry, accompanied by increasing unhappiness with large negative effects on public order! Building levels are all free to build and maintain.
What is the first level with walls?
The Small City is the first level with walls, although the walls don't necessarily make a settlement easier to defend on the battle-map they do mean that an attacking army has to build siege equipment before it can attack. Is there a population requirement to upgrade a settlement?
There is no minimum population requirement to upgrade a settlement, the only requirements are having the time and money to build the upgrade. The most significant levels are the Small City and the Small Regional City. These two levels tend to be required to build more advanced buildings.
