You can put 1 army inside and in case of battle it will be joined by the settlement garrison (which you can't take out and is defined by the buildings you build). If you want to use multiple armies leaded by lords you just have to put them close to each other, work to defend, attack, siege, pretty much anywhere.

So you can lose a battle that would be a decisive victory if autoresolved, because the AI throws its orc boyz and other low discipline troops at the enemy right away and you often can't get there with your army and help before they are obliterated.
