Depends honestly. Occupy is often the best choice, but if you don't want to have to hold said city you can always raze it then reoccupy it later. The AI is much more likely to conquer cities from you than they are to reoccupy a razed settlement next to you. Then there's other situations where sacking for money is a good option.
