Once you find the "City Manager 2078 Holotape" and load it in your Pip-Boy it will officially activate the Sim Settlements mod and you can officially start using Sim Settlements to build your settlement (s).
What's in the SIM settlements toolkit?
This Toolkit contains tutorials and resources to show you how to add new City Plans to Sim Settlements! It also includes the Project Blueprint mods, which unlock thousands of buildable items.
What mods do I need to use city plans?
The Settlement Mods are absolutely required if you wish to use these plans in game. If you are missing a settlement mod, you will be unable to use city plans for that settlement. Designer's Choice Mods are additional Sim Settlements plots that are used in most City Plans. Many of these addons also include furniture that is used in designs.
What is a scrapyard settlement?

Important Note: the assumption of this page (and it's content) is that you already have the core "Sim Settlements" mod installed and enabled (either Sim Settlements or Sim Settlements Lite). First Steps
Sim Settlements needs for you "find" the Sim Settlements holotape called "City Manager 2078 Holotape" (in game) before you can start using Sim Settlements.
What is a Sim settlement mod?
These are a series of mod that open up new workshop items, these items are all contained within Sim Settlements, which means that sharing City Plans or Transfer Settlements blueprints using this tool will only introduce Sim Settlements as a requirement, rather than the dozens of workshop mods you might have used.

Quick fyi, Ive also posted about this on the forums but wanted to post here too to see if anyone new had an idea of how to help me out.
The Interior Municipal Power Plot is producing 26 power, but none of it is going to the power grid
I have tried refreshing the plot, scrapping and replacing the switch box, replacing the box with a pylon. This is all I get.
Scavvers Delight glitch
I completed the quest, but after I completed it Jake just stands by the box and doesn’t do anything. I did the side quest with the mutants and literally the entire Cabot story line (just to get chalk) and he is still standing there. I’m on Xbox if that helps

Fallout 4 Sim Settlements Complex City Plans
It is not clear why this is the case. It's a little bit annoying, but the workaround at present is to use the satellite settlements as feeders for Sanctuary Hills.
