Just leave it installed. You can deactivate and/or ignore everything it adds. You can even run settlements totally vanilla while leaving SS2 installed. If you uninstall a script heavy mod, then you'll break your save game.

First Steps
Sim Settlements needs for you "find" the Sim Settlements holotape called "City Manager 2078 Holotape" (in game) before you can start using Sim Settlements.
Can you deactivate a mod without deactivating it?
Do NOT deactivate/uninstall the mod without following the directions for deactivating it. For most most, and especially a mod like this, you can end up breaking your game.
Does the mod destroy everything in a settlement?
I believe the mod comes with a feature to destroy everything in a settlement that's part of the mod, and that this feature is intended to be used prior to disabling/deleting the mod. It's quite cool actually, cause it'll literally blow up all the lots, one by one.
Can you play around with holotape before throwing out a mod?
You might also consider playing around with some options in the settings holotape before throwing the mod out.
