You can try this fix I found that was reported to work with some bugged settlements that a mod script screwed up. Travel to Finch Farm and face the workshop. Open the console by hitting ~. Click on workshop to select it. Type in the following line: setpv OwnedByPlayer True Hit enter, close the console. Leave the settlement (like fast travel to a close location) and come back. Let me know if that works for you..
