How do you treasure hunt in Total War Warhammer 2?

In Total War: Warhammer II, armies can treasure hunt in ruined settlements. Most provinces have a capital settlement and from 1-3 minor settlements. Minor settlements have only 4 building slots, and can only upgrade to level III. Province capitals (major settlements) have more building slots, and can upgrade all the way to level V.

Unless I’m really hurting for cash or I’m Skaven, I only ever occupy or loot/occupy. Sacking them occupying in the same move lowers the settlement level by two, so I avoid that unless the settlement I’m taking is level two and thusly would drop to level one either way.

Under normal game conditions, dwarves cannot occupy Empire/VC cities (look up the "Regional Occupation" stuff), but there's to be a day 1 (or near enough) mod supported by the TW team that will let anyone take any city, though no info on any mechanics etc. related to that.
