So, you must totally 'give up' Sanctuary Hills, if you plan to make it a Raider Outpost [also, there are Essentially-Marked NPCs there that must be moved for the game to allow it - if you try to take over a Settlement with Essential NPCs there it will 'not work' in the game]. There are more small details, but I have never made SH a Raider Outpost yet, so I cannot answer them all, sorry.

Because you attack the Raiders though, there is a chance the ENTIRE Faction of Raiders will be hostile to you then.
