I haven't determined what the specific action within a mission is that causes it to move is, but it appears it might be caused by killing monsters (though it may be the experience from killing the monster); ironically, my Benevolent Leader trophy pinged at the exact moment by Level 50 trophy did, both of which came from killing a strong monster. Regardless, if you go out and do missions, the happiness will gradually move in the direction of the transient arrow, regardless of what missions you are doing.

The second aspect is the "transient" happiness. The transient happiness seems to get added to your baseline happiness. I'm not sure if there's a limit as to how high the transient happiness can go; that is, for example, I don't know if you can get 100% happiness without building any shops by just grinding a lot of transient happiness. The problem with transient happiness though is that it's MUCH slower than the baseline happiness, so you're going to want to start by getting the max baseline happiness you feasibly can.
