Getting Started

You can go about the Settlement and destroy ruined houses and trees - downed or logs - in order to get the most basic resources - steel and wood. You can also go into homes and look for broken objects to scrap. You don't have plumbing, so you don't really need toilets and broken sinks, nor children's toys and couches can't be slept on.

Settlement Population Cap

Settlers will gradually come in so long as your Settlement has a recruitment beacon working, and you've got an abundance of at least a few of the things listed below. If the Settlement is unhappy, no one will bother to come. The Settler Cap is 10 + Charisma.

Beds

The best thing to do is use the homes you can't destroy and put beds inside them. The only things I didn't really tear down are street lights, as they can come in handy to light an area in the street later in our building process. I placed beds in what were obviously once the bedrooms after scrapping everything inside.

Building a Food Supply

This is a major factor for the success of your Settlement. Without enough food to feed those who are around, why would someone else want to move there? You can collect plants from all over the world - mainly at other towns in existing gardens - and plant them.

Assigning Settlers to Garden

First, plant the produce in rows. Harvesting vegetables from other places isn't considered stealing. You're most likely to have 'Tatos and melons early on, if you're following Preston Garvey's quests to restore the Minutemen. With the Settlement Management screen open, go to Resources > Food and select the types it says you have on hand.

10 Charisma Raises Settler Limit

The amount of settlers a player can have depends on their charisma level in the game. Normally it is capped at 10 settlers, but each charisma level raises this by one. Clothes with a charisma bonus can add on to this, as can usable items that raise charisma levels.

9 Can Buy Wasteland Dogs For Defense

Players are able to run across a vendor in the Commonwealth who sells dogs. Buying one of these dogs and sending it to a settlement will raise the defense by 5. The vendor can also be encountered multiple times, meaning the player can buy more than one dog for a settlement.

8 Beds Required For Settler Happiness

It might sound obvious, but players need to make sure they have enough beds for all of the settlers in the settlement. Settlers will automatically assign themselves to a bed, meaning no one else will use that bed. This means any new settlers will not be able to go to sleep comfortably (if at all).

7 Happiness Raises Productivity

Raising the happiness of a settlement also raises the productivity of all of the settlers. Having low happiness in a settlement may also cause the player to lose control of it, needing to gain it back. Happiness can be raised by having enough beds, defense, food, and water in the settlement.

6 Can Unlock Unique Items

Players are able to unlock certain craftables by completing certain quests or by finding magazines in the Commonwealth. Examples of this include gaining the portraits of the Cabot family by completing the Cabot House questline. Another example is being able to build an artillery piece after completing the quest Old Guns.

5 Certain Perks Needed To Upgrade Settlement Items

Some items require perks to be unlocked in the settlement. For instance, players cannot build terminals until they have the Hacker perk unlocked. Players must also have the Medic perk to make any type of medical shop for the settlement.

Players are able to find unique merchants, either through random encounters or by going to a certain location in the Commonwealth. These merchants can be recruited for a settlement to work at a certain shop and they can also sell unique items that cannot be found anywhere else.
