First, by excluding a province from paying taxes, which is completely pointless in long term. Excluding a province doesn't lower the corruption, just limits it to zero, which with the lack of profits doesn't matter anyway .
What increases squalor?
Sewers, wells and other sanitation buildings increase sanitation level. Expansion of cities and workshops increase squalor level. Usually the chance is from 1 to 3 %, in extreme situations 5%.

not wanting to occupy the settlement straight away as nearby enemy army would attack and defeat yours the turn after, waiting on a secondary army to reinforce following turn, baiting out enemy armies, reduced upkeep for norsca, generate income for horde factions, get rebellions quicker in own territory, increase fightiness for orcs, not being at war with the faction, not wanting to take the settlement, waiting on recruitment of other army in nearest region, and attrition immunity.

Can also use it to bait hostility out of neighbors if you don't want to declare war.

Is it good to have a secondary army raid?
Good points, though I would rather just forced march my way through those big regions. Having a secondary army raid while the main one sieges is actually a rather good idea. I guess I so seldom need more than one army at a time that this hadn't occurred to me.
