Well if people are happy playing with a mod an alternative is to start firetuner up and use the destroy city button in the word builder. Not tried it myself yet, maybe I'll give it a go today. Yesterday I tried to re-initialise an AI player as human for testing and it messed things up but that's destroying an entire civ rather than just a city.
