The console command "scrapall" will scrap everything in the settlement...but be warned that this does include things like the cellar door in Sanctuary, terminals, safes, and some items in The Castle that you need to complete quests. I find scrapping a lot easier with a controller (I use a knockoff brand XBox 360 controller).
