Once you've completed the Invaded Missions in an area, and hit the required Gear Score, a stronghold will unlock. These Strongholds must be cleared to move up a World Tier, but beware that they are some of the hardest missions in the game.

How do I unlock the Black Tusk stronghold?

The structure of each World Tier is actually very straightforward; with each World Tier you will unlock two new Invaded Missions, and completing these Invaded Missions will allow you to take on the Black Tusk Stronghold for that Tier.

Specializations and the final mission

World Tier 4 and Beyond

Once you have finished the last post-30 Stronghold mission, you’ll reach World Tier 4 and the final endgame missions. Sometime in the future, developer Massive Entertainment will release Tidal Basin, a new Stronghold, as well as World Tier 5. This will become The Division 2 ’s new endgame. But for now, World Tier 4 is capped at a Gear Score of 450.
