Download and install Nexus Mod Manager or Vortex. Visit the Sim Settlements mod page, Click on the Files button, choose the version, and click DOWNLOAD (NMM/Vortex) button. Double-click the Sim Settlements entry in NMM (Allow Vortex to install and enable) to activate the mod.

For plots and cities to upgrade you need all food/water/defense needs met and 70 happiness to get level 2 plots and level 1 cities. Then 80 for level 3 plots and level 2 cities and 90 for level 3 cities. You also need 100% scrap collected for city upgrades.Dec 26, 2019

How do I upgrade to the latest version of SIM settlements?

First, click on the version number within NMM and download the most recent version of SS. While it is downloading, right click on Sim Settlements in NMM and click "Uninstall or Delete -> Delete mod (permanently) and uninstall.". Then install the new version just like you did when you first installed the mod.
