Do settlers prioritize?
Settlers don't seem to prioritize anything, like getting power up and running first before building plots that need power or to get the recruitment beacon working for more settlers in order to be able to get people to run the farms, water, and defense. Or, they'll all hop on food plots and ignore defense.
