Should I get Sim settlements 1 or 2?
Sim Settlements 1 - Works as intended Sim Settlements 2 - Has a pretty annoying progression system to unlock certain key features. The story is nice but the mechanics are broken. And certain plot types are barely functional.

Can you build a settlement in Rise of the Commonwealth?
Rise of the Commonwealth (included to Three in one) allows Sim Settlements to use settlements plans on it's own. However, even then it doesn't build any settlement, unless you have intentionally placed a leader and told them to rip the old build in pieces, before building the plan.
Can you build over Spectacle Island?
So, no: it does not build over Spectacle Island on it's own. You will have to have RoTC installed, place a leader and then tell him/ her to take the old settlement apart, before moving to develop the settlement plan.

Added option to show HUD meters only in workshop mode. This can be tricky as there is a queued delay in HUDFramework which can cause this to fail sometimes.
Do you have to credit me for a mod?
If you're building add-on packs that require this mod as a parent, you obviously don't have to credit me - it's pretty much implied.
