General information. Power armor is a multi-component armor unit, comprised of a base frame, with assorted armor pieces mounted on it. For power armor to function it requires a fusion core as a source of power, which drains over time; actions that consume AP will increase the rate of depletion.

A radio beacon is generally required to attract more settlers, but one can send companions to settlements and can recruit a few non-companion characters to join. Alternatively, settlers can be told to "move" from an already populated settlement.
Can you isolate the armour and the settler?
Yes there is , isolate the armour and the settler you want in the armour and attack them. They should hop into the suit at which point you holster your weapon to make them friendly again. Might have to wait a few days between settlers if you want a squad of armoured guys.
Is a T-45 suit rare?
Sure, but I'm at the level where T-45 suits are pretty rare and those are the only ones I'd want to use since they're the only ones that can have Minuteman paintjobs.
