The loot in your Settlement is not the primary determing factor. Its the Food/Water/Beds vs Defense Ratio. High Food/Water and Low Population/Beds, with Little to No Defense. My personal Observation seems to suggest that having low to no Power is also a factor.

Granted if you have any scavengers at all it's pretty much impossible to track.

Can unassigned settlers make spotting junk consumption difficult?

Based on that I'd think that even just having a bunch of unassigned settlers could make spotting auto-repair junk consumption difficult.

Does Pipboy send damage report?

The Pipboy doesn't send send any "damage report" messages that pop up on the User Interface/HUD. At least I've never seen one, and I have almost 1000 hours of game time in.

Is Fallout slipping away from the Fallout "vibe"?

As the title states, do you think Fallout is slipping away from what the games were back in the Fallout 1, 2, 3, and New Vegas days compared to Fallout 4 and 76? In the past fallouts we had to actually fight to survive, the game felt like a post-apocalyptic survival game, but in Fallout 4 and especially 76 the world feels like everything is handed to you, you dont need to fight at all, and the world just feels like a mild dystopia instead of a post-nuclear war setting they used to have.

Why is vault 88 an exception?

The reason Vault 88 is an exception is that they seem to work differently at that location. I didn't clearly understand how they work, so I decided not to touch it and screw something else up. That being said, something that was important to me was to touch as little as possible with this.

Do you need to install mods before you put the new game button?

That being said this mod MUST BE INSTALLED BEFORE YOU PUSH THE "NEW GAME" BUTTON IN THE MAIN MENU!!! . This will not work with an existing save, it absolutely requires a new game. There are ways to change this in an existing game, but I do not yet have the scripting ability to do that. This may happen in the future, but not at this moment.
