You Cannot Upgrade Castle Due to the unfortunate events that befell the Castle settlement, it has no NPCs to speak of and no way to upgrade any part of it. It is a story location only and a fast travel point only. And thanks to an official Ubisoft support article, we know this will not be changing.

Why is the castle settlement empty Division 2?

We missed it, too, during the story missions but it is explained that this settlement is a failed one. It is basically a husk of its former self, which makes it empty and useless to the player. That's why it shows up gray on your world map.
