Once you find the "City Manager 2078 Holotape" and load it in your Pip-Boy it will officially activate the Sim Settlements mod and you can officially start using Sim Settlements to build your settlement (s).
Is it possible to make a mod without parenting to settlements?
While this can be done without parenting to Sim Settlements, it's a ton more work and will inflate the size of their mod. By making this an ESM, other mods can set this as a Master File and make direct use of some of the objects in Sim Settlements.
Is the SIM settlement 2 mod good for Fallout 4?
The Sim Settlement 2 mod changes them through these features. Fallout 4 is another great addition to an esteemed western RPG franchise that still drives most players crazy to this day.
Is there a story in SIM settlements 2?
The story that's present in the current version of Sim Settlements 2 isn't the only portion of the narrative that will be present in this mod. As per the makers of this mod, additional story content will be released in an episodic format too. It's already amazing to witness the sheer level of content present in this free mod.

Making a ton of progress in settlement building will allow players to unlock even more content to augment their construction experience even further. This can come in the form of valuable secrets, new features, and interesting rewards that are quite a blast to uncover as players delve into the nitty-gritty of this mod.

A huge gripe that most people had with the settlement system came from the settlers that came to inhabit these spaces. For the most part, most of these settlers were nothing more than generic NPCs with a basic and unimpressive routine .
Can you level up settlers in Fallout 4?
Now, settlers actually have complex routines, can be leveled up with the SPECIAL system, gather resources on their own (with a bit of player effort, that is), and even celebrate festivals.
Is Sim Settlements 2 a new storyline?
Sim Settlements 2 adds a whole new storyline that elaborates upon why the Sole Survivor should engage in the act of making settlements. It's a small change but does wonders when it comes to immersion.
Do settlers have backstories?
The fact that these unique settlers are fully voiced and have distinct backstories of their own is already a huge plus. Along with these, these settlers also have side quests of their own, making the act of forming settlements all the more rewarding.
Can you make settlements in Fallout 4?
In the base version of Fallout 4, there wasn't really a reason to make settlements other than to spend some time building up locations from the ground up. However, with the Sim Settlements 2 mod, players will actually find a purpose for this action.

What is Sim City 1.0?
In version 1.0, this mod adds the start of that vision by allowing you to place down zones (ala Sim City) that will make your settlers create buildings of the appropriate type in that zone. It includes a series of systems to help bring your settlements to life, and make them more dynamic and interesting to engage with.
What happens if you remove an addon pack?
If an Addon Pack is removed, plots using the Addon will be reset and assigned a new building plan the first time you visit each settlement.
Can you roll back a game save?
This requires a short install period when you first load your game to migrate to the new storage. It is a non-destructive process so you can still roll back your save or mod version without issue.
Do you have to credit me for a mod?
If you're building add-on packs that require this mod as a parent, you obviously don't have to credit me - it's pretty much implied.
Can NPCs be assigned?
Certain NPCs not meant to be assignable, such as the Minuteman Radio Operator, will no longer be auto-assigned.
What happens after you convert a settlement?
After converting settlements to Outposts or Vassals, their needs are transformed into military focused stats that can be handled by assigning troops in an optimal way, running attacks to raise morale, and fighting back enemies from taking over your new settlements.
Can you unlock the plans in Conqueror?
By default, this will be locked, until you do some of the Raider quest to unlock the plans included with Conqueror. Add-on pack authors will be able to release building plans for it that do not require any quests to unlock, when those are installed, the plot will be available immediately.

Can you use UFO4P without DLC?
The authors of that have declared they are not supporting the Non-DLC version, so I can't either. If you don't have all of the DLC, I highly recommend NOT using UFO4P. Though if you already have it installed in your playthrough, it's not a good idea to remove it.
Can you turn off auto assignment in Orphans of the Commonwealth?
If you're using Orphans of the Commonwealth - turn off Auto Assignment in the holotape! Orphans can end up assigned to things they aren't compatible with and end up stuck. If they get stuck, scrapping the plot should fix the issue. I'll be releasing a patch to prevent them from being assigned to plots very soon. Fixed in 1.0.1
