What are Settlements

As well as giving you a safe haven and place to stash your gear Settlements also give you a fast travel point. To unlock these benefits you will first need to upgrade the settlement, this is done by returning to the White House and upgrading your character.
How do you Upgrade Settlements
Settlements in The Division 2 are upgraded by completing missions. You will discover that the side missions tend to connect most with the settlements and usually involve helping out some of the survivors there.
What are Projects
When you complete Pprojects at a settlement you will be rewarded with new gear. Each settlement will have a table where you will be able to view what Projects are on offer. Before you can attempt a Project though you will be required to donate a certain number of resources or specific item types.
Introduction
There are multiple Civilian Settlements scattered across the map and those are basically mini Base of Operations or very big Safe Houses. Each Settlement has a leader and multiple missions that you can accept that will give you objectives in the Named Zone around the Settlement.
Development Stages
Each Settlement has four development stages that can be unlocked as you complete missions and project for the specific settlement. Each stage unlocks not only upgrades for the specific Settlement (like a game-corner for the kids) but also enables you to recruit NPCs to join your staff in the Base of Operations.
Donate Resources to Civilians
When you take over a Control Point in the area you can donate resources to the Civilians. With the new resources, they grow stronger and they put more patrols on the street. During the campaign, the freed Control Points will stay under your control and you don't have to donate more than the liberation project requires you to do.
The Division 2 Settlements
If you complete the missions, you can even tag along people from the Settlements to take them to the White House AKA at the Base of Operations and then unlock more upgrades for the game.
Completing Settlement Projects
You will be given Settlement Projects like Propaganda Broadcasting. Completing these Projects will again upgrade your Settlements and reward you with cosmetics and XP. Trading is also a part of the Settlements.
