Can you make buildings in Norway?
First, there's some buildings that you can't make unless you complete certain territories. Second, the multi-upgrade shops are pretty spread out, enough that Sunin won't immediately see them. I missed the fish farm (I think) since it was in an out-of-the-way spot in a corner next to the river. Once you beat every raid and territory with a settlement progress reward and raw materials, you're all set to max out. And there's no allegiance missions in Norway, so don't worry about that.
Do you get the option to let Swanburrow crash?
You'll still get the option. I was a little surprised by that too, but I think it's because you agree to let Swanburrow crash there no matter what.
