So, im playing the game, doing my thing, screaming in GLEE at the new way to build a empire, but im stuck, it tells me to build a caravan municpal in my capital "starlight" since sanctuary got too big to do ANYTHING in without waiting for half a F-ing hour.

As soon as I laid out the city plan for sanctuary, The quest log highlighted the finished quest “laying the foundations” and now I’m unable to get in not highlighted.
