Settlement options. Settlement options are options that players can pick after capturing a settlement on the campaign map, or when moving an army into a ruin. Settlement options can differ depending on which race you are playing. "Razing" and "sacking" both redirect here. Please see below for what these options do.

What increases squalor?
Sewers, wells and other sanitation buildings increase sanitation level. Expansion of cities and workshops increase squalor level. As long as both indicators are on same level, you don't have to worry. If squalor starts to be higher than sanitation, then there is a chance for disease to occur in the settlement. Usually the chance is from 1 to 3 %, in extreme situations 5%.
How to solve corruption?
First, by excluding a province from paying taxes, which is completely pointless in long term. Excluding a province doesn't lower the corruption, just limits it to zero, which with the lack of profits doesn't matter anyway .

One of the differences Attila has from Rome II is the use of edicts on any region, however there must be a Governor of that province to issue them. That governor, chosen by the player from your family or an opposing one that will rule your province by himself. In doing so, he will gain some experience from running the city, which will give him some levels and skill points that improve his abilities.
