How do I unlock settlements in the Division 2?
As you progress in The Division 2 ’s campaign, you’ll unlock Settlements. First, you’ll encounter the Theater in Downtown East. Later in the campaign, you’ll unlock the Campus in Downtown West. Settlements are miniature cities in The Division 2. They have leaders and civilians for you to talk with. There are vendors for you to shop at.

What happens when you make it to the settlement in the game?
Once you've made it to the settlement, a cutscene plays, and you'll be tasked with finding Agent Kelso, the Agent you've partnered with on previous missions. Unfortunately, no mission marker pops up to guide you to her, forcing a little exploration on your part.
Is Castle Settlement a fast travel point?
Due to the unfortunate events that befell the Castle settlement, it has no NPCs to speak of and no way to upgrade any part of it. It is a story location only and a fast travel point only.
